Philippines’ Entertainment City feeling decline in Korean, Chinese visitation more than Clark

The Philippines’ Entertainment City casinos have felt the pain of a decline in visitation from key source markets more than other gaming regions in the country, with gross gaming revenues (GGR) down significantly more than the likes of Clark in 2025.

Based on a breakdown of Philippines gaming data for FY25 and 4Q25 released by gaming regulator PAGCOR last week shows that not only was the decline in GGR in 2025 more prominent in Entertainment City, it also worsened as the year went on. Entertainment City is home to four integrated resorts – City of Dreams Manila, Newport World Resorts, Okada Manila and Solaire Resort & Casino.

According to the data, GGR in Entertainment City declined by 9.4% year-on-year in 2025 to Php148.7 billion (US$2.50 billion), compared with a 6.7% decline in Clark to Php25.1 billion (US$421 million). Clark, located around two hours north of Manila by car,  is home to Hann Casino Resort, Royce Hotel & Casino, D’Heights, Casino Plus and Midori Clark Hotel and Casino.

However, the difference was even more stark in the December 2025 quarter, when GGR in Entertainment City plummeted 16.8% year-on-year to Php35.5 billion (US$596 million) compared with a 6.4% year-on-year decline in Clark to Php5.89 billion (US$98.9 million).

Entertainment City GGR posted 1.9% growth in 1Q25 before falling to an 11.0% decline in Q2, a 10.7% decline in Q3 and the 16.8% decline in Q4.

PAGCOR last week revealed a 6.4% year-on-year increase in industry-wide gross gaming revenues to Php396.14 billion (US$6.61 billion) in 2025, driven by a rise in eGames which now account for more than 50% of all GGR.

Licensed casinos struggled, with sector GGR falling by 9.6% to Php182.50 billion (US$3.04 billion).

As reported by IAG, foreign visitor arrivals to the Philippines grew by 0.76% in 2025 although arrivals from South Korea and mainland China dropped by 18.5% and 14.3% respectively. This is significant because Korean and Chinese players represent the country’s two most important international gaming markets.
