The Tokyo Metropolitan Port Authority has named North Aomi, Rinkai Satellite as the most suitable location for an IR in Tokyo, according to the Akahata Shimbun.

In a report this week, the newspaper – best known as the mouthpiece of the Japanese Communist Party – said the Authority had listed and evaluated three areas of unused land covering more than 10 hectares each as potential candidate sites for an IR.

The three sites were the former Tsukiji market site on 23 hectares, North Aomi, Rinkai Satellite covering between 10 and 30 hectares and Shinagawa-Tamachi with 10 to 13 hectares. The North Aomi region was found to be most suitable.

Evaluations also looked at proposals for developments both with and without a casino, however the Authority found that it would be necessary to include a casino in the development alongside the operation of MICE facilities for it to be a “profit engine” due to the problems in achieving independent profitability.

It was considered that construction costs would be up to JPY360 billion (US$3.33 billion) assuming the MICE facility is an international meeting and exhibition hall, hotel, and commercial facility equivalent to Marina Bay Sands in Singapore.
