Kangwon Land, the only casino in South Korea at which locals are permitted to gamble, has set a target of achieving resort-wide revenue of KRW3 trillion (US$2.26 billion) annually under a new Mid-to-Long-Term Management Strategy approved at a board meeting on Tuesday.
The revised Mid-to-Long-Term Management Strategy for 2027 to 2031 was a key agenda item of the meeting, replacing the previous 2030 management strategy. Following the recent appointment of Kim Do-gyun as CEO, it shifts the focus toward 2035 while restructuring the company’s vision, core values, management objectives and strategic tasks.
Under the new leadership, the strategy focuses on securing future growth engines, strengthening the company’s responsibilities and roles as a public institution, and establishing an execution-oriented management system designed to deliver tangible business results.
The newly defined vision is for Kangwon Land to be “A global, public-oriented integrated resort that brings joy to the public and vitality to the local community,” according to a Tuesday announcement.
The company’s core values have also been redefined from the previous set of Respect, Safety, Ethics, Pragmatism and Challenge to a new set of Happiness, Mutual Growth, Innovation and Responsibility. This, Kangwon Land explained, reflects a commitment to providing customers with a unique tourism experience, creating new growth opportunities for the local region and achieving sustainable management rooted in innovation and accountability.

Aside from reaching KRW3 trillion in annual revenues, key management objectives include achieving an “Excellent” rating in the Public Customer Satisfaction Index (PCSI), securing an integrated “S” grade in ESG evaluations and attaining an “S” grade for the company’s contribution to the local economy. The plan is to achieve a balance between public interest and profitability by strengthening not only financial performance but also customer satisfaction, ESG management and contributions to the local economy.
To this end, Kangwon Land has established four strategic directions: securing competitiveness in experiential tourism, realizing a wholesome, entertainment-oriented casino, revitalizing the region affected by the transition away from the coal industry and enhancing corporate value for sustainable growth.
The KRW3 trillion revenue goal would represent a huge increase on current levels, with 2Q26 revenue coming in at KRW345.6 billion (US$243 million) – down 4.2% year-on-year due to lower casino visitation and reduced hotel room revenue as a result of ongoing renovation works across the integrated resort.
The property is embarking on a US$1.9 billion transformation aimed at making Kangwon Land an internationally attractive destination.
