Philippine gaming regulator PAGCOR has reported a 26.6% decline in total revenues to Php43.3 billion (US$705 million) in the first six months of 2026, impacted by weaker revenues from the online gaming segment.
The decline included a 27.1% fall in revenue from gaming operations – PAGCOR’s main revenue source – to Php38.9 billion (US$633 million).
PAGCOR had reported record revenues of Php59.1 billion (US$962 million) in the first half of 2025 thanks to a surge in licensed online gaming firms – buoyed by eased regulatory fees. However, the segment’s rapid rise has tempered since the Philippines central bank ordered payment providers to remove links to online gaming operators from e-wallets.
As a result, in 1H26 revenues from eGames, eBingo and bingo grantees fell 41.9% to Php18.6 billion (US$303 million).
Revenues from licensed casinos fell by a narrower 3.85% and from PAGCOR-operated casinos by 8.67%.
“Our first-half revenue results reflect the continuing impact of geopolitical tensions in the Middle East which dampened consumer spending during the first quarter and affected overall industry performance,” said PAGCOR Chairman and CEO, Alejandro H. Tengco.
“While market conditions improved in the second quarter, uncertainties remain, particularly with the recent uptick in global fuel prices. Nevertheless, we remain focused on strengthening industry performance through sound regulation and close collaboration with our stakeholders to ensure that the gaming sector continues to generate meaningful revenues for nation-building.”
PAGCOR’s net operating income during H1 declined 35.1% to Php31.8 billion (US$518 million), while net income fell 85.3% to Php1.58 billion (US$25.7 million).
“The steeper decline in net income was due to PAGCOR’s higher mandated remittances to the Philippine Sports Commission (PSC) following the Supreme Court’s ruling requiring the state gaming agency to remit 5% of its gross income to the PSC, instead of the previously adopted computation,” Tengco added.
According to the regulator, PAGCOR remitted Php2.01 billion (US$32.7 million) to the PSC in 1H26, up 58.67% from Php1.26 billion (US$20.5 million) in the same period last year.
Despite the decline in revenues, PAGCOR contributed a total of Php30.2 billion (US$492 million) to nation-building during the first six months of 2026.
