Philippine gaming regulator PAGCOR has issued a memo to suppliers of platforms and games content for online gaming operations outlining strict compliance deadlines and requirements under its new B2B regulatory framework.

The memo, dated 29 January 2026, introduces transitional compliance deadlines for Gaming System Administrators (GSAs), game content providers, resellers, live streaming providers and content streaming providers to submit relevant licensing documentation. It also unveils some requirements around the reporting of games to be offered, plus a new stipulation that foreign operators of live dealer studios must have either a physical studio or a branch office located in the Philippines.

This latest memo follows an earlier update provided by PAGCOR in October in which it outlined preliminary details of its new regulatory framework for B2B suppliers to the online gaming, or eGames, industry – a key step in its efforts to ensure all participants are fully accredited.

In its latest update, the regulator has provided a deadline of 12 February for GSAs and operators to provide PAGCOR with a list of all of their B2B suppliers and providers. Arden Consult, a Manila-based law firm specializing in gaming, told IAG that PAGCOR intends to refer to these lists to cross-check whether all listed providers are already accredited under the new framework. Cease-and-desist orders will be sent to GSAs ordering them to stop using any providers on their list that are not accredited.

PAGCOR has also reiterated a deadline of 31 March for B2B accreditation, for payment by game content providers of a Php1 million (US$16,975) performance cash deposit and for reseller compliance. That compliance applies to accreditation with PAGCOR, establishment of a live-dealer studio or branches office in the Philippines, and application for a Permit to Hold (PTH) gaming equipment and paraphernalia, as applicable.

PAGCOR also warns that failure to comply could see systems declared unauthorized and operations ordered to stop, as well as potential fines and penalties.

The update represents the latest move by PAGCOR to clean-up and tighten the Philippines’ online gaming ecosystem following the explosive growth of the eGames industry in recent years and subsequent pushback by some senators and anti-gambling voices in the country.

PAGCOR has explained its position that establishing a professional and reliable regulatory framework is vital in ensuring the industry’s long-term health given recent obstacles such as the mandated delinking of licensed online gaming platforms from e-wallet providers.

PAGCOR Chairman and CEO Alejandro Tengco told IAG in a recent exclusive interview that the agency was preparing a position paper to present to the central bank outlining the steps it has taken to improve sector regulation and calling for direct links via e-wallets to be reimplemented.
