Bloomberry Resorts Corp founder Enrique Razon Jr has retained his position as the second richest person in the Philippines in 2025, according to Forbes, with his fortune climbing further over the past year to an estimated US$11.5 billion.

Razon, whose primary business is shipping business – International Container Terminal Services – was one of numerous gaming industry figures to make the 2025 Forbes list of the Philippines’ 50 Richest people, published Thursday.

The Sy siblings, heirs to real estate group SM Holdings, maintained their spot at the top of the list despite their fortune falling by US$1.2 billion to US$11.8 billion – bringing Razon to within touching distance.

The Bloomberry Chairman and CEO, who launched his casino aspirations from scratch with the 2013 opening of Solaire Resort Entertainment City, last year unveiled his second casino, Solaire Resort North, in Manila’s Quezon City.

Coming in third on this year’s list of the Philippines’ 50 Richest people is Manuel Villar, who is currently developing a massive 3,500-hectare mixed-use development that will when complete boast two casinos, alongside a central business district, tech valley, university town, hospital, golf courses and various leisure and recreational facilities.

Other industry notables on the list include Lance Gokongwei and siblings, whose Robinsons Land group owns NUSTRAR Resort & Casino in Cebu, at 14 with a US$1.8 billion fortune; Andrew Tan, the Chairman of Newport World Resorts parent Alliance Global Group, at 15 with a US$1.65 billion fortune; and Eusebio Tanco, Chairman of DigiPlus Interactive Corp, at 18 with a US$1.1 billion fortune.
