Macau Chief Executive Sam Hou Fai will deliver his 2027 Policy Address on 16 November – an address that is expected to include next year’s gaming revenue budget.

According to information issued by the Macao SAR Government’s Information Bureau, Sam will issue the Policy Address at 3pm on 16 November and hold a press conference at the Government Headquarters at 5:30pm on the same day to answer questions from reporters regarding the content of the Policy Address.

As in previous years, the Policy Address will outline welfare policies for 2027, with the most anticipated being whether the Wealth Sharing Scheme will continue. In addition, the Chief Executive is expected to announce the government’s gross gaming revenue budget for next year.

Meanwhile, the Legislative Assembly of Macau will hold plenary meetings to debate the policy guidelines for the coming fiscal year and will hold debates on the portfolios of the five Secretariats respectively: Administration and Justice on 20 November, Economy and Finance on 23 November, Security on 25 November, Social Affairs and Culture on 27 November and Transport and Public Works on 30 November.

It is worth noting the Macau government announced in May that the total budgeted expenditure for 2027 should, in principle, not exceed the budget amount for fiscal year 2026. The executive order pointed out that all departments and bodies must prepare and submit their budget proposals for fiscal year 2027, along with their activity plans for the same fiscal year, to the Financial Services Bureau in accordance with the provisions of the law and relevant implementing regulations.
