The Cambodian government saw a 25.8% drop in tax revenue from casino gaming and gambling duties in the first half of the year, totaling just US$28 million.
According to figures from the nation’s Ministry of Economy and Finance, cited by local media outlet The Khmer Times, the largest contributor was the casino at NagaWorld, operated by NagaCorp. The publication notes that the operator paid additional mandatory gaming tax after a 2024 audit.
While the first-half results are down year-on-year, estimates place full-year commercial gaming revenue for the government at 117.7% of the year’s target as the country continues to improve its tax revenue collection on casinos.
NagaCorp, the country’s largest integrated resort located in Phnom Penh, is scheduled to post its 1H26 results after its board meeting on 24 August. However, in the group’s unaudited 1Q26 results, gross gaming revenue was up by 2.1% year-on-year to US$174.7 million, while net gaming revenue rose by 7.9% to US$160.0 million.
Mass market tables GGR was up 23.9% to US$91.3 million and mass market EGM GGR was up 8.4% to US$38.3 million. Meanwhile VIP fell significantly, with Premium VIP GGR down by 16.2% to US$35.9 million and Referral VIP GGR down by 52.4% to US$9.17 million.
Cambodia has a 7% tax rate on mass market GGR and a 4% tax rate on VIP GGR.
The country has faced a significant drop in tourism recently due to concerns over travel security amongst the ongoing crackdown on scam centers in the nation. Authorities have vowed to eliminate all scam operations and have launched new tourism campaigns to revamp the nation’s image internationally.
