In response to the recent frequent occurrence of illegal cases involving the mobile livestreaming of gambling sessions in Macau, the Gaming Inspection and Coordination Bureau (DICJ) convened a meeting this week with representatives of the six gaming concessionaires to discuss in-depth measures to prevent and combat such activities.

The meeting was attended by heads of various departments from the concessionaires, including security, human resources, operations and public relations.

The DICJ pointed out that with technological advancements, certain illegal betting methods have become increasingly covert, posing new challenges to venue management.

The Bureau emphasized that it will strictly combat any illegal betting activities, including “illegal tele-gambling,” and that it maintains close cooperation with the Judiciary Police (PJ) through regular meetings, intelligence exchange, and joint action mechanisms. This collaboration has facilitated investigations into several cases, effectively curbing the spread of illegal activities.

Furthermore, the DICJ noted, “We will continue to urge concessionaires to refine their internal management, thereby enhancing the vigilance and emergency response capabilities of frontline staff.”

During the meeting, the concessionaires shared their current preventive measures against non-compliant behavior in casinos, including the use of surveillance equipment, enhanced patrols, employee training, identification guidelines and notification reward mechanisms. They also exchanged views based on their practical operational experiences.

The DICJ called on all parties to continuously optimize coordination and cooperation, streamline prevention, identification and reporting processes, deepen staff training and strengthen publicity to guests regarding relevant casino regulations.

“The DICJ will continue to maintain close communication with law enforcement departments and gaming concessionaires,” it said. “Through regular exchanges and information sharing, we will jointly build a solid line of defense to safeguard the healthy and orderly development of Macau’s gaming industry.”

Macau has recently seen a continuous emergence of individuals from the mainland using hidden mobile phones to livestream gambling sessions in casinos to facilitate proxy betting. On Thursday, the Judiciary Police once again detected such behavior in a casino and arrested a 42-year-old mainland man.

Despite the continuous emergence of related cases, the Secretary for Security, Chan Tsz King, pointed out at Thursday’s crime statistics press conference that, thanks to the close cooperation of various casinos and the immediate response of casino-stationed police officers, “the current situation remains under control, and these are still mostly isolated cases.”
