Philippines President Ferdinand Marcos Jr has officially recognized gaming regulator PAGCOR for remitting Php5.67 billion (US$92 million) in dividends to the national government in 2025, making it the fifth largest contributor among 50 government-owned and -controlled corporations (GOCCs).
The recognition came during the 2026 GOCC Day celebration at Malacañang Palace, where President Marcos presented a Certificate of Recognition to PAGCOR Chairman and Chief CEO Alejandro H. Tengco in acknowledgment of the agency’s significant contribution to national development.
According to information from PAGCOR, the President’s address highlighted the vital role of GOCCs in advancing the country’s development, saying they have long served as “paragons of progress, equity and opportunity.”
“It is proof that sound governance and fiscal responsibility can create opportunities for our people, while sparing them from bearing greater financial sacrifice,” the President said.
“You have shown that government institutions can deliver with professionalism, produce meaning results, and earn the trusts of the Filipino people.”
Tengco added that the recognition underscores PAGCOR’s continuing commitment to fiscal responsibility and nation-building.
“Despite recent challenges brought about by global uncertainties, PAGCOR remains resolute in its commitment to support nation-building initiatives that help uplift the lives of Filipinos,” he said.
“We will continue to exercise fiscal discipline and work even harder to generate greater revenues for the benefit of the nation,” he added.
PAGCOR noted that the Php5.67 billion remittance represents 50% of its income in 2025 in compliance with Republic Act No. 7656 which requires GOCCs to remit at least half of their annual net earnings to the national government.
Data from the Department of Finance showed that the total dividends in 2026 from 50 GOCCs amounted to Php147.15 billion. As of 8 July, actual collections had reached Php140 billion, with the remaining balance scheduled for remittance before year-end.
