Philippine gaming regulator PAGCOR has cut the rate charged on sports betting operators for live sports to 15% while maintaining the rate for virtual sports at 30% according to information contained in a recent memo.
The update followed a meeting of PAGCOR’s Board of Directors earlier this month, with the regulator stating that the new rates will be backdated to November 2025.
The 15% rate on live sports represents a reduction from the 17.5% rate charged since January 2025 – itself a reduction from the 22.5% rate previously in play.
PAGCOR has been actively adjusting its rates and fees in recent months, having in December announced that it will require licensed online operators to pay a monthly Minimum Guaranteed Fee that sets an effective tax rate of 30% on e-casino operators and 20% for others provided they reach a minimum threshold. The move has been described by law firm Arden Consult as a “deliberate market correction” that makes underreporting “economically irrational”.
Further changes to tax rates, including those charged on land-based operators, are currently being considered, Inside Asian Gaming understands.
The latest adjustments to sports betting rates are based on amendments to the Regulatory Framework for Fees and Rates of Gaming Venue Operations.
