Singapore’s Gambling Regulatory Authority (GRA) has detailed the increasing use of artificial intelligence in supporting its regulatory effectiveness, part of a wider mission to position technology as a “strategic enabler of our work.”

In its 2025/26 Annual Report, released this week, the GRA’s Chief Executive officer, Daniel Tan, said the regulator is committed to leveraging innovation to enhance its effectiveness as a regulator and as such as rolled out an AI Masterplan to guide its technology roadmap.

This has, Tan explained, included the expanded the use of Microsoft Copilot and other digital tools across the organization over the past year, the deployment of Al bots that support officers in accessing corporate resources such as finance regulations, and tools that flag anomalies in audit log reviews.

Officers have, Tan added, taken ownership of identifying practical Al use cases to enhance efficiency.

“Empowering officers to experiment with and apply Al has strengthened their capabilities and confidence in using these technologies effectively and responsibly, learning and improvement,” said Tan. “We continue to ensure that underscoring GRA’s commitment to continuous officers develop their core regulatory skills even in this Al age.”

Tan also revealed that the GRA recently relocated to a new office that brings its teams closer together and fosters a more integrated and collaborative workplace, “supported by modern workspaces and shared facilities that encourage cross- divisional interaction.”

Through the past year, he added, the GRA had made progress on multiple fronts, including the renewal of licenses for gambling operators such as Marina Bay Sands (MBS) and Singapore Pools, and working closely with stakeholders such as the Ministry of Home Affairs and the two casino operators – MBS and Resorts World Sentosa – to support Singapore’s FATF (Financial Action Task Force) Mutual Evaluation.

The GRA’s Chairman, Hoong Wee Teck, noted in a separate foreword that casino-related crime had remained low in Singapore, while the number of Singapore citizens and permanent residents visiting the casinos has continued to decline. In the 12 months ended 31 March 2026, local visitation fell from around 94,000 or 2.8% of Singapore’s adult population in 2024 to about 91,000, or 2.7% in 2025. The number of annual levy holders remained stable at about 6,700 in both 2024 and 2025, Hoong added.
