CreditSights: China capital controls could weigh on Macau high roller sentiment, unlikely to impact GGR

Financial research firm CreditSights has warned that recently tightened capital controls implemented by the Chinese government could dampen Macau high roller sentiment, although any direct impact on gross gaming revenue is unlikely.

Issuing its latest “Macau Gaming Monitor” in which it analyzed another Macau GGR miss in August, the research firm noted that the tighter capital controls such as regulations on outbound investments by Chinese individuals – including to Hong Kong and Macau – which took effect from July may have weighed down on punter sentiment during the month.

This could, it added, remain an overhang for the Macau gaming sector moving forward, albeit most likely via s secondary effect such as dampened high roller sentiment.

GGR is less likely to be impacted because funding channels for gambling in Macau are already subject to strict controls, CreditSights said. It also pointed to a slate of high-profile concerts scheduled for 2H26 as drivers of demand going forward.

A separate issue, the research firm explained, is gaming spend per capita. As reported by Inside Asian Gaming, visitor arrivals to Macau reached another record high of 4.5 million in August, up 6% year-on-year, but GGR per visitor fell 7% to MOP$4,888 (US$604) – implying fewer casino- goers in the visitor mix and/or a smaller proportion of higher spending punters within the player mix.

For the first eight months of 2026 combined, GGR per visitor is MOP$5,386 (US$666) which is still lower than the same period last year and pre-COVID.

“We continue to see a difficult path for gaming spending per capita to meaningfully recover,” CreditSights stated.
