Singapore’s Gambling Regulatory Authority has issued a Letter of Censure to Resorts World at Sentosa Pte Ltd – the operating entity of Genting Singapore’s Resorts World Sentosa – for “failure to implement a specified internal control approved by the Authority.”
While the breach indicates that RWS failed to uphold mandatory risk or operational safeguards mandated by the regulator, the nature of the punishment – a censure rather than a fine – suggests it was viewed by the GRA as a lighter administrative breach.
It is the first enforcement action taken against RWS in around a year, when the company was fined SG$75,000 for “Failure to carry out or offer, or cause to be carried out or offered, casino promotions, in accordance with the approval by the Authority.” Singapore rival Marina Bay Sands was fined SG$100,000 around the same time for a similar breach.
The latest censure issued to RWS comes at a challenging time for the company, which saw its rolling chip market share fall to just 20% in 1Q26 after reporting a 3% decline in revenue to SG$607.6 million (US$478 million) and a 24% drop in Adjusted EBITDA to SG$179.0 million (US$141 million).
In response, Executive Chairman and Acting CEO KT Lim said RWS was never intended to focus on its gaming business to the same extent as MBS, instead following a government mandate to develop a “true integrated resort with a larger emphasis on non-gaming offerings, including theme parks and attractions, compared to MBS.”
RWS was previously granted a shortened two-year casino license, reduced from three years, from February 2025 due to what the GRA described as “unsatisfactory” tourism performance.
The property is currently in the midst of a US$5 billion RWS 2.0 transformation aimed at expanding and significantly enhancing its facilities.
